| Our Mission RCIL, Inc. is committed to working with individuals, families, and communities to promote independent living and individual choice to persons with disabilities. Background The purpose of the Resource Center for Independent Living, Inc. is to enhance the capacity of persons with disabilities to the maximum extent possible to control their lives and live independently within their respective communities served by RCIL, Inc. RCIL, Inc. is a regularly and properly organized not for profit corporation under the laws of the state of KANSAS, having been incorporated in Kansas on the 21st day of September, 1984. RCIL, Inc. was incorporated by Bill Reyer and originally located in Carbondale, Kansas. RCIL, Inc. is exempt from Federal Income tax under section 501 (c) (3) of the Internal Revenue Code. Funding The Resource Center For Independent Living, is a nonprofit organization which provides services to persons with disabilities, to their families and to their communities. RCIL receives funding through a grant from the Department of Social and Rehabilitation Services. Additional funding is secured from private and public contributions. More information about the SRS grant The Centers for Independent Living ( CILs ) receive grant funds totaling $1,884,239 annually from the state. During federal fiscal year 2002, these grant funds were used to provide services to 13,302 (unduplicated) consumers. The grant funds are used to provide the four (4) core services required under federal regulation, including information and referral, independent living skills training, peer counseling, including cross-disability counseling, and individual and systems advocacy. The CILs in Kansas have chosen to add a fifth core service, de-institutionalization, that is provided by all CILs . In addition to the core services, additional services may be provided at the discretion of each CIL. During federal fiscal year 2002, advocacy/legal services were provided to 4,234 consumers, assistive devices were provided to 3,226 consumers, counseling and related services were provided to 2,512 consumers, housing and shelter services to 1,684 consumers, independent living skills training to 2,182 consumers, and transportation services to 849 consumers. Several other services were also provided by the CILs across the state. In addition to providing services to consumers in the community, the CILs successfully relocated 125 consumers from nursing homes to community-based living, as well as preventing the necessity of entering nursing homes for 2,999 consumers.
