	Targeted Case Management Independent Living Counseling   RCIL provides Independent Living Counseling, also called Targeted Case Management, for people on the HCBS PD or TBI Waivers. Independent Living Counselors (ILC) and Targeted Case Managers work with individuals to develop a plan of care to meet their needs.  This plan is reviewed annually to ensure access to a variety of services and service providers.  Counselors and case managers work with other providers to gain the best available services while promoting the independent living philosophy.
