	Payroll & Billing  RCIL is a payroll agent for Home and Community Based Services (HCBS) self-directed attendant care services.  Most often, individuals are recipients of the Physical Disability (PD), the Frail & Elderly (FE), or the Traumatic Brain Injury (TBI) HCBS waiver services.  We are also a payroll agent for HCBS Mental Retardation Developmental Disability (MRDD) and Senior Care Act affiliated agencies.  We also contract with consumers and/or families for private-pay payroll services.
